In terms of figures you are correct but using a 400W PSU on two GTX280s would be running a very risky game. Its always wise to leave some headway hence why people do generally get 100W above what they need.

RE: Op's question. Check the Corsair HX620 as opposed to the TX650. As the HX series is modular.

I Like coolermaster as it is modular, has:
+12v1 19A
+12v2 19A
+12v3 19A
+3.3v 25A
+5v 25A
+5vsb 3.5A
-12v 0.8A

on gtx280 my 580W hiper makes squealing when i run 3d games, with hd4870 it was all good, but now....

so, will it be a good choice?

i can buy it for £66

or corsair and pc powe & cooling will be better?
 
All three will give you great performance. I was in a similar position last week I was actually going to get the CoolerMaster one but I ended up getting a Silverstone 560W because of the price.

Are you sure its the PSU squealing and not the card?

I know most of all gtx200 series do squealing, my gtx260 did so loud!

but in this case i hear squealing from both, card and psu,
also, last night each 10-20sec for about one hour, i heard strange short noice!

I am sure psu is good, as tested with o/c, with gtx260 and hd4870, but i think now not enought power!

a 400w psu is 150-200w above what he needs - single gpu + duelcore= 180w load, 240ish if oc'ed

If op said he was getting a quad and duel/tri graphic i'd advise a different psu. He didn't, so I offered three options that all would be using around 50% at load ie optimal effeciency.

A 650w psu when b-star is just surfing etc (over 60% of the time most likely)would be pulling 100w ish that 20% utilisition - aka rubish.

If you buy a car and have no kids - you get a 2+2 so your covered if you've got friends or have kids - what been surgested above is you by a minibus/large MPV so 'just in case' you can drive 8 people to the pub, but every day your have to pay more in fuel.

End of rant - sorry

If b-star is thinking of a duel card setup or a quad in the next 6 months get a 500w psu if not stick with 400w and spend the money saved on an after market gpu cooler.
 
IMO go for a 600W + power supply... and modular if possible. Remember just because a power supply is rated a 600W does not mean it will sit there using 600w all the time...it supplies what the pc system needs up to its maximum capacity. If you do the research you will find that PSU's are more efficient when running a fair bit below there maximum rated output so its silly to buy one that will **just** cover your needs.... also over time PSU's lose some of their capacity and so always pays to have a healthy headroom.

As you can see I bought a lot of headroom for my PC... before eveyone starts pointing that out! Looking a going for a dual/tri card setup in future so wanted a power supply that could handle it
