From memory thats technically incorrect. I think you should have it with you when driving, the producer (HORT1) is a way of the cops giving you 7days in which to produce it at a police station. The offence of failing to produce a driving licence is committed at the time. Obviously no one gets done for it unless it's tacked on with No Driving License.

the police are about the only people who would want the counterpart. Hire car companies dont ask for it, dealers wont ask you for it if you test drive something. You dont need it for ID, and i cant think of any other body that has the right to demand you produce your license. Vosa, HMRC etc.. can have the power to pull you over in some circumstances, but they dont have the power to force you to produce documents.
 
Plastic, for ID.

AFAIK for urgent stuff like rta's you need to take your 2 part drivers license etc to your local station within 24 hours. Less urgent is 7 days. So really you never need to carry it on you at all times.
 
save you having to go to a police station to produce if your pulled over by the fuzz ?
unless you carry insurance documents around with you you would still have to go anyway.

use card as ID, but if i know im not gonna get ID i leave it all at home, there is a good chance i would lose it

Hmmm, no idea - I lived for Germany for 5 years so maybe I missed when that happened. Never had a problem with it though, although I don't think I've ever even had to show it since I moved back in 2004 - not even when test driving cars.
 
Pink card in a transparent flap in my wallet - I use it as ID.

Paper counterpart in a plastic folder at home with all my other car and driving documents.
