Looking at the CCTV pictures, the guy doesn't look dangerous to me, it seems like a very silly case.

I think the use of the word annoyance is silly. Being annoyed doesn't necessarily imply rationality.
 
Shocking that they are going to fine an OAP for rollerblading... Although I'm sure they would probably do that to teenagers also.

Video does look sped up.

He does seem to be doing it in a random fashion, and could cause annoyance to those thinking he might not be in-control when skating towards people.

He should find a better place to do it imo, but definitely not be fined.
 
Poor bloke to be honest. The Police can't do anything unless someone has complained about you specifically. They tried to stop me skating once around my area I just turned and asked them who if anyone complained about my skating they said no one so I said well then theres not much you can do about it then they then replied with oh... and i skated off into the distance.

By can't, I assume you mean won't.

I don't see how he's either.

It’s a public place, he’s breaking a byelaw, if it was you or me there would have been no story.

Comparatively, it's quite a large fine as well, especially when you look at motoring offences.

I don't see it as being a large fine, you should see some of the fines around here for breaking byelaws.
