Of course, less than 16 is very illegal. But, it begs the question: If they don't know, is it really illegal?

Go with the flow and see what happens, that's the best advice one can give. See how you get on.
 
Nah this is what you do. Following ways of identification, listing from what I rule out:

1) Their friends, how old there profile is, location, who they know, making sure they know their friends and not just through face book.

2) Ensure pictures are legit, you can tell quite easily, making sure there is a variety of pictures as well.

3) Check to see how old the profile is, if it's new then it could be dodgy.

4) Webcam?

5) Get their number, ring them if they denie all the time to you ringing them or say they lost their phone, dodgy.

Follow these simple guidelines that I have set out and all will be fine. It could quite possibly be legit, but then it couldn't. I get a lot of fakes adding me asking same things what not, but then I get legit ones who I end up pegging :$, and that's not just 1 or 2, im talking a large number :L. x

But like I said, she's only illegal if you get caught, I'm not a big believer on people being punished for underage sex. There's bigger crimes out there today and if done right then, what's the problem?
