also what about sniffer dogs. I dont think dogs think "i smell coke...wait thats a cast" they just go mental at you then you get investigated

I'm willing to bet he wasn't caught because of the cast, rather they caught one of the other smuggled items and then tested the cast as an after thought. It only made news because of the novelty factor.

couldnt he of spraid it in a laquer or something ? something to stop the stuff that changes colour making contact with the coke ?

There are ways to mask the smell of cocaine although it is very difficult to do it completely.
