Any way to set ATI fan lower than 20%?

I got a 4850 1gb today with a big cooler on it, its too noisy, even at 20%, its also a media centre and the noise is really annoying.

Its fine when its not in use, the fan goes to 0%, but when it spins up, its very noticeable in an otherwise quiet room.

Rivatuner wont allow speeds lower than 25%, ATI's built in software wont allow less than 20% and both are still noticeable to me (most people would probably think its fine).

Any way to get this running less than this before i order a third party cooler for it?
 
The fan is spinning up because the card is hot. Prevent the fan spinning up, the card will overheat.

No, its not.

The fan is noisy regardless of what speed its at. The card is only sitting at about 45C. If I leave it on automatic the fan switches off completely and turns on at 50C, its idling between about 45-52 depending on auto.

What I want to do is set the fan speed to about 15% permenantly.

Fine.
Stick a matchstick in it then, as 15%=stopped anyway (airflow squares with speed).
 
Another two options, which you may not have thought of, would be:
passive/quiet aftermarket cooling
change case cooling so that it doesn't go above 50C

I was hoping i could see if it worked with some sort of fan control before changing the cooling on it, but that may be what i have to do. Its a dell, so the cooling is pretty much set in stone, although its actually pretty good.

Try and be a bit more helpful.

The default fan speed on 4850s when they came out was 14% so 15% can't = stopped.

Personally, I'd get some aftermarket cooling on it, I got 2 akasa neo vortexxes for my 2 4850s and they're pretty quiet while cooling nicely, the fans are fixed speed but I don't hear them anyway.
 
I ended up ordering a fan for it (as it turns out, the one that schumi84 mentioned), although what i did in the mean time was take off the stock fan, and sit a 80mm fan blowing down onto it, which worked, cut out the noise brilliantly, and dosent go above 61. :)
