Personally I think there is a good chance that they will be able to, I believe that the next iterations of our current gen consoles will be using very similar architecture, and not just for cost cutting purposes, but mainly becuase of all the downloadable games and content that we have amassed during this gen, I like many on here would like to believe that I will be able to transfer or re-download all of the games that I've purchased, Wipeout HD, Flower, SF2HD etc onto the PS4 for example, and the same goes for people that have amassed many downloadable games on the 360.
As on-line content is becoming such an integral part of out current gen consoles I really can't see them making the next gen consoles architecture to far different from are current systems because of this content, that way when the new systems are out they (Sony & MS) can carry on offering all of these current gen downloadable games and content at lower prices on their stores next gen and continue to make money on that software and content, while also being able to sell next gen games and content, all on the same store along side each other.
If this is the case and all current downloadable games are compatible with the next gen systems then surely this would open up the possibility that also the disc based games would be natively compatible as well.
