Actually they don't. Dubai has little in the way of oil revenue and relies on property and tourism for most of its income, two sectors that have been absolutely hammered. Last I heard Dubai was almost bankrupt, and was having to negotiate a bailout by neighbouring emirate Abu Dhabi (who are oil rich). I doubt the Abu Dhabi sheikhs will be particularly impressed with plans to build another white elephant there.
