What do you mean by this? Of course it has to be made fom the RRP, what else can they discount? Any discount is a discount from the RRP. That doesn't mean however that manufacturers can't themselves offer substantially more, e.g.: http://www.volvocars.com/uk/All-Cars-MY10/Volvo-C70/offers/Pages/C70_Scrappage.aspx.

2k is probably less discount than you would get by negotiating yourself, The BBC did a large report on it, you are worse off in some cases by as much as £1500 taking the government scheme as negotiating yourself.
What should happen, is you walk into the dealer, say hey whats the best you do this XXXXX for, he knocks of a couple off grand as normal, you then scrap your car through them, and the government knocks another grand off.
What actually happens is you walk in, pay the ticket price bar the 2k deduction and end up being out of pocket.

I think the general consensus is that you can easily get over £1000 off a new car, so no point being restricted to the crap eco cars they are trying to force people into .
