Snap bolts?

Is there such a thing?

It would seem as if my ignition barrel has bolts which have been snapped off to make it harder for them to be removed...?

I feel really stupid about this, because I have no idea how I would remove them. Any ideas?

Anticlocking direction assuming they're not left hand threaded, and they're called shear bolts common thing with steering locks/ignition barrels.

That's how you fit them, ie to stop thieves unbolting the lock mechanism.
You torque the new bolts up until the head snaps off (the shaft is thinner above where the thread ends to make it possible).
 
Closest thing I could find. They vary depending on the car but the basic design is the same.

They are called shear bolts (and nuts). Not to be confused with the shear bolts used as a kind of "mechanical fuse" in some equipment (esp. agricultural) where a fastener shears to disconnect drive if there is a mechanical overload.

Either use a chisel as mentioned or weld a nut onto the end if possible.
