Budget Cooling

I need a 120mm fan and decent AM2+ CPU cooler but I don't have a massive budget.

What are the best products towards the bottom end of the price scale?

I would get a hsf that has at least got a shroud around the fan so it can create a suction and direct airflow better but I'm sure what lemons suggests will suffice.

The F64 is excellent for the price, I'd suggest a few quid more for Ninja's shrouded fan though - the F64 wastes a lot of it's airflow pushing air outwards.
