It's missing it the first picture. And it's the wrong wheel. It's looks like they're part way through fitting a set of steel wheels just to get it rolling.

EDIT: Of as Vigoro has pointed out it might be the spare, although I don't know why they'd bother fitting it if they don't have another three wheels. Maybe they have another 3 RSes to nick the spares from.
