From what i can gather it sounds to be a spin off rather than a sequel, it also seems it isnt the normal MGS style gameplay rather sounds like a more action game. With Raiden being more ninja like it could be even a DMC type game.

Good, Then that disproves the "everything here in is a 360 exclusive" statement
During the E3 conference only the games after the statement were 360/PC exclusive.
