I am limited to what I can have, as my case is:

Asus T3-P5G31 Intel Core 2 Duo/Core 2 Quad (LGA775) Barebones System - Black

However, I want the graphic card to be the best one, budget is not a problem as the ones that fit in do not seem to be that expensive.

I would like the graphic card to be able to support two monitors in DVI, so it will need two DVI ports. Which one would you recommend?

I have been looking at these two:

Sapphire ATI Radeon HD 4350 512MB "Low Profile" DDR2 TV-Out/DVI/HDMI (PCI-Express) - Retail

XFX ATI Radeon HD 4650 512MB TV-Out/HDTV/HDMI (PCI-Express) - Retail

Not sure which to go for, however, if you have any recommendations please let me know.

Will it be used for gaming or just output to two monitors/tv?

It may play the odd game, but I am not bothered about gaming as I will have a separate system for games, just want a really quick system on dual monitors for multi-tasking and having a film up on one and browsing on the other etc.

If you are unlikely to play games on it, I'd go for this - http://www.overclockers.co.uk/showproduct.php?prodid=GX-178-SP&groupid=701&catid=56&subcat=168

Or if you play some games - http://www.overclockers.co.uk/showproduct.php?prodid=GX-184-SP&groupid=701&catid=56&subcat=1274
