Is their any new monitors coming out soon?

i have a normal 19" currently so 22-24" wide screen would be fine.

edit:

Will be used mainly for gaming and uni work.

These look quite nice but the reviews dont seem to good

This one. It has an E-IPS panel and is very awesome. Not in stock in the UK at the moment, but expect it to start appearing again in a week or two.

Basically it is one of the best monitors around in that price range.

Is it just the panel that makes this good as the following doesnt look too special:

I'm at risk of repeating myself. The answer is yes.

Those figures you quote don't matter and are generally inaccurate (I'm not saying they are wrong, but they don't allow a fair apples to apples comparison). If you care about image quality or viewing angles get a good non-TN panel, simple as.

And that bit is no doubt Dynamic Contrast, not 'true'....(achieved my all manner of backlight shenanigans and skullduggery
