Listen here.

Day in, day out, its constant shouting like this. It doesn't matter where in the house you go, they're there making a noise a stone's throw away. This was outside my window, as I was trying to sleep. They were climbing over our wall and running around the cars in the street. They've already had a letter off environmental health telling them to shut up, but they're sticking to the mantra that they can do "[...] what the hell we want before 11pm."

The guy below them moved out last week due to the noise. They even knocked off his light in the kitchen from its fitting from their banging around. When he showed them, they just laughed at him. Even said if he ever asked them to be quiet again, they'd punch him. Lovely people really. Absolutely no consideration for anyone else.

At the very least, their landlord has said he/she's not renewing their tenancy agreement when it rolls around. I think they're on a six month lease, and they've been here about half that now.

Incidently, does anyone have any idea what the language is?

The kid is clearly shouting, but it doesn't sound like the man is shouting (at 38 seconds in) and he can still be heard easily. Perhaps your walls are just made of paper?
 
RealPlayer will play it (and obviously WMP Classic and probably Real Alternative). Dunno about conversion.

Sadly the quality isn't good enough for me to discern the language. I'll try again with the headset, just in case.
 
Plays with media player classic for me. Wait till 3am and play it back, really loud.

This, or just kill them and be done with it.

Perhaps go back to your landlord and demand that either they go or you do (something along that line anyways though perhaps nothing so drastic)

please don't actually kill them or, if you do, at least don't tell me that you have otherwise I'll feel a bit guilty over the whole thing.

I don't know who that particular bloke was. Must be a friend or part of the family. The family next door (bloke included) are always shouting. They have friends/family up the road which I think the man in the clip must belong to and they're always outside shouting up at their flat.

It's a residential street by the way. The house next door was converted.

Either way, doesn't sound like a lot of fun for you. Is it just kids, or adults as well? If it's kids, can you talk to their parents or is it not that sort of neighbourhood? Would the citizen's advice bureau be able to offer any help? I'm sure you can't be the only one in the country with these problems, and there must be procedures that you can move towards if it's that bad.

Mum, dad, kids and their friends/family who I think live up the road. They all shout, all the time - they just do not talk normally.

Neighbours have spoken to them time and time again about it (to the point one chap moved out below them). They just do not give a crap. I can tolerate kids playing and shouting - that's normal. Constantly shouting all day, every day however, isn't. Nor is it fair on others.
 
I know this won't help, but if it makes you feel any better I'm going through the same thing here as well. If it's not the parents it's the constant ****ing around by kids.
 
Sounds like Spanish/Portuguese in a South American accent, but not sure from the quality of the clip. Can you try talking to them about it?

EDIT: Well, if others have tried talking to them not sure what you can do...if I were you I would find out how you can take it further, then talk to them nicely, and ask them to stop, while reminding them that you can take it further. Just make sure that you are prepared to follow through on any threats that you do make.

It's like your constantly listening to a Pingu show, if you can sit out the next 3 months then hopefully they'll have to go.
 
The download wont work for me at the minute. When I finally get it I'll get a friend of mine to look at it, he'll know if it's South American Spanish as he's Mexican himself.

If it is Spanish I'll see if he would be so kind as to record something abusive in their native tongue for you to play at them.
