Im currently getting charged VAT on my contract (2 months in).

I didnt realised they were allowed to charge me VAT ontop of the contract, i thought that was only for business contracts ?

You get charged VAT on everything you buy.

VAT isn't a business only tax, it applies to consumer purchases as well, and relatively few goods or services are exempt.

From my experience, for example, A £25 a month contract is inclusive of the VAT.

They should not charge vat on top. It should be an amount plus vat that makes up your contracted price. Not your price then plus vat.

If the contract says £25 +VAT then you have to pay VAT on top, of it says £25 inc VAT then you don't
