My car only has one CAT, post turbo. Fitting a de-cat (and free flowing cat-back exhaust) dropped the boost threshold from nearly 4000rpm to about 3200rpm.
4000RPM seems ridiculously high, what turbo are you using? The T28 in my coupe is making significant (but not quite full) boost at 2500RPM, and that's with the cat fitted.

Theres more to it than that? Theres a pcb in the box aswell.

Andys got a T28 Pulsar turbo iirc.
Full boost on a pulsar T28 is roughly 3200 with an exhaust and decat so his sounds about right.
Seeing his old exhaust previously im not suprised it wasnt boosting early!
The T28 from the 200sx spools up quicker, as do the more expensive GT28R and RS's.
Theres more to it than that? Theres a pcb in the box aswell.

There really isnt much more to it than that.
Does it have a flashing light on the box? Thats what the pcb is for...
PCB is there to warn of any potential danger to the manifold.
