You're right, it's incredibly easy to go 4mp/h over, but it's nothing to be angry about - you got caught, you'll have to pay. Just the way it is :)

I sympathise but where do we draw the line?
5 mph over? 6? 8? 9? The line has to be drawn somewhere.

I always thought you were allowed 10% for tyre pressure.

33 - 30mph
44 - 40mph
55 - 50mph
66 - 60mph
77 - 70mph
 
Let’s face it, you were more than 10% over the speed limit, stop whinging and take you punishment like a man.

there is notthing in writing the police are perfectly entitled to slap a fine on you for 31mph should they wish, the actually speed they will do you for depends on the local force as they all have rules. Most of the 10% +3 rules seem to have come about because the police said they wouldn't stop anyone for less than 80mph on a motorway so people did some interpretation.

As Rilot says it is a case of where you draw the line and the general rule is the speed limit +10% to allow for the possibility of your speedometer over-reading as I understand it so while you were unlucky it is to be expected with a strict liability offence.
 
Bear in mind that your speedo will have read quite a bit OVER 34mph - so from inside the car on your speedo will have been stating 35mph at least - so it's not really that excessive is it and quite easy to see. You takes your chances... I don't always drive at the speed limit, but I know if I get caught it'll be my own fault.
