Still within 5% tolerance, like you mention don't worry about using software to monitor volatges, mine read 3.8v on the 12v line.
 
The turbo mode isn't turning a multi-rail PSU into a single rail PSU.

What I suspect it is doing is removing certain overload cut-off protection on the individual lines, so you can run higher Amp loads without the protection cutting in.

nope, wrong. it does turn all 6 rails into a single rail. i have emailed tagan and this is what they said:

If you are using one graphics card then figure 2. Should be adequate enough, if you are using SLi GPU’s or crossfire configuration then you can switch it over to figure 1. This shouldn’t shorten the lifespan of the unit; it’s primarily used to integrate 6 x 12v rails into 1 to provide more DC output.
