Not sure if you mean setting the game on low settings or the card... but if you set the game on low then the FPS will go through the roof and the card will probably work just as hard as if you whacked the settings to the max.
Needless to say, if your pc is clean and has decent airflow, the card should not be overheating while playing games. if it is (and you suffer from crashes or artifacts) then the card sounds like it may be faulty, or at least the HSF is. Look into getting it RMAed/replaced?
On the flip side, 70-80 degrees for a 200 series card is pretty normal if you are using the stock fan. That is with the fan on Auto though.
Edit: Oh, and I run the game (or at least i used to untill i get my GTX260 back - Faulty) at every setting on max at 1920x1200 rez and it never drops below 30fps. with a 280 you should have any issues with it running on max.
