Been experimenting with this technique myself.

This one has been pinched from Vimeo. It's made by a guy called Keith Loutit. He's got quite a few equally stunning videos here.
 
Cool video - really does look like some miniature lego like world :D

How is it actually done ?

I'd imagine he's using a tilt shift lens on a video-capable DSLR.

The usual tilt-shift effect of making images look like models is enhanced very well by the speeding up of the video, in the opposite way to how film makers (before CGI) used to slow down footage of models to give them more "weight" and make them look real.
