For the benefit of the non-Northern Ireland readers who are wondering what the OP is on about. In NI after you pass your test you are required to display R plates for a year and are restricted to a maximum of (I think) 30mph. The rest of the UK doesn't do this because it's a stupid idea.

And yeah, it's stupid.
It differs between drivers, i know one guy who passed after 4 attempts and he's been driving 5 months and crashed 6 times.Don't know about second time, but it is certainly my experience that first time passers are bloody awful drivers.
