hire car in USA for under 25?

My 21 year old brother is off to the US (Florida & NY) in a couple of weeks and is looking to hire a car.

Are there any companies that don't charge a 'young drivers fee'?
or any that are cheap? most appear to be $20+ which on a 2 week rental is quite a lot.
 
The trouble I had to go through to hire a car in South Africa at 22 was unreal. Once I found companies that would do it they wanted not one but TWO credit cards to hire -_- Watch out for this if your brother has a credit card and gets there finding out the small print wants 2.

Was a young drivers fee payable on picking up the car but it being SA I quiestioned when they didnt ask me for it and they said "What young drivers fee?" I left with my car promptly :p
 
national used to do a young driver gold that prepaid fees and was cheaper, don't think do it anymore.

Enterpise only charge $10 young driver fee so are good for walkins but if you prebook other places are normally cheaper.
