My parents displayed a Blue Badge and didn't pay and display in Chelsea.

What's the chances of getting off without paying the £40 fine.

What do the rules say - do you need a ticket even with a blue badge? In some areas, you do.

If so, 0%
If no, 100%

This. Some pay and display car parks just give priority/wide spaces for blue badge holders, but they still have to buy a ticket. The Sealife centre in Weymouth is one.

Some places it's free parking, as well as priority/wide spaces, but you have to check the signs for each place.

I think its better they park in a pay/display space for free and not on single (or double) yellows... which is allowed in places

So, given the choice, id choose free pay and display.

Agreed, I parked at the end of a row of street parking spaces near my house, only to find an hour later some blue badge holder had parked on the double yellows about 1 inch from my bumper (as they were also on the corner of the junction).

Is it a council run car park? if so, pretty much 0%. If it's private, fairly high.

parking tickets is daylight robbery

Well.. depends on the reason I guess, but mostly just annoying. It's hardly daylight robbery if you're parked in a pay and display parking space but don't pay, as you're perfectly aware that if a warden comes round you'll get the ticket.. :p

never have understood why a blue badge = free parking, just pay like the rest of us

Try being stuck in a wheelchair or on crutches for a while ;)
It brings a whole different view as to how important a car can be for mobility, and how/why getting a spot near a shop isn't just handy, and how extremely expensive it can be if you need to use a car to get anywhere (even if you live in the town/within normal walking distance of the shops etc)..
The free (or less restricted) parking takes that into account basically.

Re the op, as others have said where was it?
Some private car parks (or privately run) such as those in MK have a blanket policy of disabled parking is free (I suspect someone worked out how many dedicated bays they would need otherwise to give a reasonable percentage of spaces).
Others might only allow it in the specifically marked bays if at all.

"Where you can park with your blue badge in the Borough
Pay-and-display bays. As long as you have made a payment (up to the maximum time allowed) at a pay-and-display machine, you can have one hour's free parking after the time you have paid for has run out"

From the council website for Chelsea

I despise blue badge holders and their ability to park in the most idiotic places. On another note my dad parked with his blue badge in a thoughful place no where near a junction etc and got a ticket as well. :D

As per the thread I made here a month or so ago, I would say appeal.

I got ticketed on some single yellows, and made up some complaints and 7 weeks later I havnt heard anything back.
