Heating my house - Alternate to central heating?

I live in a 25 year old 2 bed semi. Throughout the summer, well from April to October I don't need any heating on at all as the house always has a comfortable ambient temperature. I have a gas fire in the living room and a storage heater on the landing upstairs.

Originally I wanted to scrap the current setup and install central heating, however after costing it up it doesn't seem practical as it would only get used over the winter. I want to remove the gas fire as I'd like to put my Plasma there but can't be without any downstairs heating.

So, what are my options besides a hot water bottle, a fan heater or camp fire?

How much do modern electric fires cost to run? If I had one of those I could move it to another wall etc.

Could I replace my upstairs storage heater with something modern?

Any ideas?
 
As a cheap option why not simply install a storage heater downstairs?

That's something I thought of but discounted it. Maybe I'm using my limited experience with the upstairs one but....

When it's charged it releases heat all the time. Once the living room is warm enough I wouldn't be able to switch it off?

True or false?
