Alan Rickman's Sheriff of Nottingham is a good shout as is him as Hans Gruber
Christoph Waltz in Inglourious ******** has to get a mention to! The way he speaks and facial expressions he just plays that character really well.
Heath Ledger as the Joke is also perfectly played and really captures the character how it is meant to be imo.
If we are going for just villain in general then mine would be Darth Vader. Oh so evil yet oh so cool.

The best villain ever has to be the bad guy in Mel Gibson's The Patriot. He is the most hilariously over the top bad guy the world has ever seen, but unlike Alan Rickman above, the role is played completely straight, which makes him even funnier
There is one scene where he rounds up a whole village in to a church to ask them where Mel's character is hiding. He finally gets told, only to lock the doors and burn the church down!
