You can use both as IV is implying that it is the last digit before V.

Edit: yeah, the subtractive method (Wikipedia) is apparently a later addition as it made mathematical operations even more difficult. Presumably, they converted Roman Numerals to the (far superior) Hindu-Arabic numeral system we use now.
