Parking ticket in post, but no amount payable??

They can't cash it, so what it says is somewhat irrelevant.

Being a council, some jobsworth probably will try to cash it, which on a business bank account will cost them about 35p

It's not much, but it's mildly satisfying to know that it's costing them money.

Not totally sure why it would be in any way satisfying to know that a council (which is funded by you and i) is having to pointlessly spend money?
 
No doubt they'll correct the mistake when it gets noticed :(

Is there a time limit that they have to serve one of those notices?

I'm not so sure, it'd provide more entertainment/use than 90% of the "consultants" they use :D

I'm sure once i've sent off the letter with a copy of the penalty notice, the receiver will just edit it from a computer and re-issue a normal fine?

Having said that if i've already paid what has been asked of me, how can they then serve me with a fine for something that has technically been settled to the letter and amount stated?

Either way, complying with their instructions is the best first step. Then the ball is in their court.
 
Dear Mr. Daveyboy, please please please will you fix it for me... to read of you sending a cheque for zero pounds and zero pence, with a side order of the stuff Jez mentioned.

I'd do as Jez says, at least then you've follwed their instructions to the letter and there'll be a record of you sending your 'payment'. It's up to the council then. You're a very lucky boy!

Seriously, do as Jez says, i can't see how they can come back at you, it'll be embarrasing for them, if it does come back, sell the story to the Sun or something, they love stupid stories like that :)
