Need a quiet cooler for AMD Duron

Hi guys,
I am using an AMD Duron (socket A/462) setup for a server I am using and want the pc to be ultra quiet.
The HSF is what appears to be a standard fitted one with an 80mm fan. The fan however is very noisy so was looking for a quieter solution. (on the cheap so WC is out of the question)

Unless there is a way of slowing the fan down but am using quite an old MSI Nvidia Crush chipset motherboard.

I think the easiest thing to do would be to just stick a bigger fan on top of the heatsink but the psu may be in the way.

Not much room then. Not sure if this is a good idea but have you looked at the Corsair H50?

You could use a fan controller like this one.
