I knew I had read this somewhere but I didn't realise that it only applied where you are the driver of a vehicle or where the police say they suspect you of anti-social behaviour - e.g. participating in a climate camp protest in the City of LondonThe police can demand your name, address and date of birth where you are driving a vehicle on a road.

You commit an offence by refusing to give your details in this situation, and the police can arrest you for this under Section 25 PACE.

He's already admited his guilt on an open internet forum! Way to go...
I could be getting a £600 fine and 3 points.
Don't worry about the fine getting bigger. If you lose and get the bigger fine, plead poverty and arrange to pay it off at a rate you wont even notice - like 50p a week.
They wont even check your finances - they'll take your word for it as it costs them more to do the checks than the fine will probably be.
