Well it says this:

So he is not stating a fact he came away with a "clear sense". I was unfortunate to advise on a big NHS IT project recently - I came away the clear impression that they were trying to deliberately trying transfer resources from patient care to see how many people they could kill. But then I thought upon it and released they were just all a bunch of clueless *****. I think he should have come to the same conclusion rather than stirring this issue any more than it needs.

Impressions kind of need to be kept to oneself about such things - if concrete facts and documented evidence are forthcoming then yes such things should be open to the masses. But this is just pure pandering to the current immigration debate and at best irresponsible speculation.
