Power Supply proposal, suitable power for this pc?

Hey guys, been a while since posting, built the system in my signature around a year ago now, I'll review the hardware that's inside in a minute just to double check but first I'll outline my situation.

Just arrived at University in Nottingham, woop etc. plugged my PC straight in and all the lights in my room went off, bugger, so straight away figured too much power was being drawn, so I unplugged everything else in the room and flicked the room fuse back ( there is a switch box just above the door which was easy enough :-) ), turned the PC back on and all worked fine, however, I basically can't use anything else in my room now whilst my PC is on which is somewhat inconvenient so I'm thinking of removing the current power supply and putting in a smaller one.

Hardware

1 x 1000Watt power supply
1 x Gigabyte X58 -UD4P motherboard
2 x Nvidia GTX280 in SLI config
1 x Core i7 CPU overclocked to 3.8 GHz 1.43 Vcore
1 x 7200 RPM harddrive
1 watercooling loop (CPU only) using a Swiftech Laing D5 vario pump
5 x 120mm fans, including the three on the radiator for the w/c loop
1 x Bluray drive

Whacked this in the power supply calculator here http://extreme.outervision.com/PSUEngine
and it said I should only need around 650 Watts? :/ Anyway, just wondering,

1. If a 800W power supply would be sufficient

2. If I do downgrade to an 800Watt power supply, would it actually change how much power the computer is drawing from the mains at any one time?

For the past couple of weeks I've been stuck with using my lappie, a 2 year old Dell XPS which is hardly crap but I'm bummed to say the least my PC is acting as a paper weight :-(

Anyway guys, any help with this would be hugely appreciated!

if your pc absolutely definately works fine when everything else in the room is unplugged then there's a problem with your electrics.

changing the psu will make negligable difference to what the pc draws from the mains, and that recommendation of 650 is about right tbh.
 
Obviously a money saving feature to stop people running up the electricity bills, I doubt your pc took anywhere near 1000W to begin with so the limit is probably a lot lower than that in your room
 
Cheers guys for the help, am going to get it set up again, as I unplugged it all a couple of weeks back, and see how it goes when the PC is under load. Just to confirm again, if I have a 1000W power supply, that doesn't mean it will constantly be drawing 1000W from the mains right?

Thats correct.
