Oh yes they're allowed elevation changes. Just not drastic ones, they're also not allowed extreme cambers iirc. With current regulations they'll never be able to make corners equivalent to Eau Rouge at Spa or the Corkscrew and Laguna Seca.

Decent end to the race, shame most of it was pretty bland

More's the pity they can add stupid tricks like adverse camber to "spice up" an otherwise completely dull track.
