How do you get the in-game chat to come out the TV when playing X360?

You can get headphones that do this with a mic cable to plug into the controller. Few threads around discussing these.
If you use the VGA or standard scart cables you could just plug headphones into the red/white RCA cables using an adaptor. There's also a way of doing it if you use hdmi but you'll need an additional converter that plugs into the xbox for audio. I use the VGA cable and just plug a set of headphones into the audio output cables, then put the headset round my neck and have the voice coming through the speakers. It's a bit annoying to get the levels right and I can't hear what people say sometimes but works ok other than that. Or just plug some headphones into your TV.
What audio equipment are you using? My speakers control unit would let me use headphones.

If you want to plug the audio output of the xbox into some headphones you need somekind of amplifier between them. The audio output of the xbox is far too low to use alone with headphones.
