I both admire and am surprised by your blind faith but no-one can be sure that a chip will definitely reach 4GHz. It's likely with a D0 stepping i7, but not guaranteed.

Do you want to OC the RAM, CPU or both? Your post is unclear to me (I have had little sleep though so this could be the reason for my confusion).
 
Ram spec
- 1600MHz
- 8-8-8-24
- 1.65V

It will therefore do 1600mhz at cl8, when provided with 1.65V and a memory controller capable of driving this. In terms of an i7 920, the two most likely multipliers are x6 and x8, so before the ram itself needs to be overclocked you're good for a bsck of 200 or 267. Since no x58 motherboard will do 267, it's fair to say that 1600mhz ram is never going to be a limiting factor.

Overclocking on x58 tends to be limited by temperature or the integrated memory controller, not by ram.

As for the ram itself, running it over 1600mhz is very dependent on your particular cpu, what voltages you're willing to push through it, and the particular set of ram. It's pretty random how far over stock it'll go.

This RAM any good for OC

Im currently looking to upgrade my RAM but since ive not been able to keep up with all the new upgrades, im looking to see what people have suggest is good. Im looking to get 4 gigs 184-pin.. play games here and there, movies, music etc..

This is what i have now :
