What type of screw is this?

Some sort of security screw tbh

on the left, looks like it can be tightened but not undone.

If you're careful, you can usually get them out with an ordinary screwdriver - just press it on hard, nice and square, then turn carefully.
 
But then it would be totally flat...... What good would that be unless he doesn't want to see it anymore ?

I'm on the assumption he wants to unscrew it. As was said above - Dremel a deeper recess across it's diameter to get a small flathead in there.

Its on the bottom of a 6 way plug socket. There are instructions that say "disconnect from mains before removing cover". Fat lot of good that is when you can't even get the screws out.

Dremel won't work as the screws are recessed.

Drill time
 
coat the screw with vaseline and jam, leave to set for a few hours

Then add a teaspoon of nutmeg and leave for 2 hours, when you return the screw will have unscrewed itself.

No you file the sloping parts till you have a step on each side (so that only one quater of each side is raised) that way you have 2 vertical surfaces in the right places to open it properly.

But you'll be putting your screw driver in at 90 degrees to the original "slot"
