No it isn't, not if it was only car on car and no-one was injured.

If it was car on car with no one injured and the driver fails to stop and supply certain details to anyone with reasonable grounds then they must report it to the police within 24 hours.

This would be, for instance hitting a parked car with no one around. no one is injured and the driver doesnt/cant supply his details to someone with reasonable grounds to ask for them....
