450 watt is pretty low, try a higher PSU
500 watt is the minimum.

An obvious thing but easily overlooked, have you connected the 2nd half of the power supply plug ?, it's easy to overlook when pushing a six pin connector into an 8 pin hole. PSU plugs are split to accomodate both 6 and 8 pins cards

have you updated your mobo bios? also there is a slight delay of up to 30secs when first loading post screen
