gigabyte x58 plus i7 920 problem wont go above x12 as the multi ?

hi,

ive just got a gigabyte x58a-ud7 motherboard and a new i7 920

i'm also using a megahalems rev.b cooler with two 120 mm fans in push pull

so it's not really a build rather a construction project

thats not the problem though as the build went ok

my question is has anybody got any ideas why the motherboard bios wich is set at 20 default only shows up as 12 in windows
ive tried gigabytes software tweaker and cpuz to see what the multi is and although i can fiddle with the fsb the multi although i put it to x20 times 160 in the bios and it shows the overclock in the bios nothing in windows shows above 1.9 gig when it should have been 3.2

i might think this was a software issue apart from the nagging feeling its running slower than my q6600 used to at stock

any help would be great

stick it under load and see if the multi jumps up? its probably speedstep lowering the multi and voltage when your comp is idle
 
Disable C1E and EIST in Advanced CPU Features in the BIOS to stop the multi from dropping when the system is idle.

Some people leave these features on though as it saves power.

thanks guys think that has cured it the heatsink is awesome keeping the temps at 30 degrees maybe a bit cold and was tripping the stepping thing ?
switched all that off now and getting a nice 3.4 gig overclock just as it should be with the numbers going in
