what are Grassroot Clubs?

Doing this for my GF's Course, she needs to know what a Grassroot club is.

Searching for it, it doesn't really give me a solid answer.

any help would be appreciated.

Basically junior teams. Under 18s, etc.

Not really junior teams. More a political movement springing from the ground up, rather than being organised from above.

In sport it usually means the bottom level where people first start to get involved. So school level, or juniors and local clubs.
