My brother has a 360 with the following titles:

PGR4
COD4
COD5
GTA : something or other

I don't keep up with the 360 scene but would like to get him a game or two for his birthday... he's quite into driving simulators hence PGR4

Are there any other games which fit in with the above - slight variations on them that he might enjoy? - Budget is ~£20 so will probably need to be a 'classic' rather than a current such as BioShock2 etc. Feel free to recommend current titles though, I will explore prices and such.

If he doesn't mind a bit of arcadiness in his driving games then need for speed shift is quite good and can be had for around £20 online.

Test Drive Unlimited is good fun (although it's on roads instead of tracks) and you'll be able to pick it up for peanuts by now.

For a more hardened simulation it does indeed have to be Forza 3 as ic1male mentioned...

What kind of games do you like?

WRPG - Mass effect or Fable 2
JRPG - Lost odyssey or Magna carta 2
Racing - Forza 3 or PGR 4
Platform - Banjo kazooie or Kameo. If you include XBL games Shadow complex is really good.
Shooters - Halo or gears of war
Others - Crackdown
Fighting - Dead or alive 4 or virtua fighter 5 (has more stuff on 360)

Personally the better ones are Lost oddyssey, Dead or alive 4, Gears of war and Mass effect. Check them online for prices but I've seen Lost odyssey for £8 before in a shop called Head (used to be Zavvi).

Racing wise (and for 10 - 15 quid!) Flatout Ultimate Carnage is always worth a punt! :)

Not exactly a sim but hugely fun, entertaining and sadly overlooked :(

If you can find the Forza 3 for under £20, that'll be your best bet.

I thought fable 2 was pretty good, but considering the OPs original post. there's no hint of RPGs in his brothers list, So why buy an RPG when you dont know if he likes them.

Stick with FPS or Racing
