where or how do you do fences for windows 7

i want to fence my desktop items i thought win 7 had this built in somewhere if i'm wrong could you point me in the direction of where to get it and how to do it my desktop looks like ****

Alternatively just organise things into folders and have just the bare essentials on your desktop and you don't won't this problem

Windows 7 has never had "fencing" abilities like that of Stardock's app.
