dangerous driving probably

he endagered others as he wasnt concentrating on what he was doing, only using one hand, and no doubt the dog could have run into the road and caused a fatal accident. Since he was only holding the lead with one hand, a big dog like a lurcher could easily jump the lead out of his hand.
 
I would imagine it was "Not being in proper control of the vehicle". But Careless would probably cover it as well.

CD10 Driving without due care and attention

I can only imagine it's the driving really slowly aspect that would lead to this, driving at say 5mph on a public road makes you a moving roadblock, and that 'could' cause issues..
 
Police caught Railton driving his car with the dog lead attached through the window, after being alerted in Stoney Heap Lane by a cyclist.

Magistrates fined Railton a total of £124 and gave him three penalty points.

Railton was disqualified from driving for six months as he already had nine points on his licence, three for speeding and six for an insurance offence.

Under the totting up procedure, he had 12 points and had to be disqualified.

I think its fair to say the guy was a complete tool by the sound of it & got what was deserved.
