Gum rubbing

Hey everyone, quick question...

I had a car accident on Saturday night where someone went up the back of my car. When they got out and we were swapping details, the passenger of the car who hit me rubbed something on what appeared to be his gums.

I've heard some users take cocaine in this way, could it be anything else or would it be worth mentioning something to the insurance?
 
could be either discomfort, medicine like bonjela or a prohibited drugs.

i very much doubt a coke head would be that high that he'd be taking it right in front of you after a car accident, however.
