International dialling to and from UK

If I'm here in the UK and I want to call Holland I have to dial: 00 31 263 xxx xxx. If someone in Holland wants to call here do they have to dial: 00 44 01928 xxx xxx ? Or does dialling the 0 on the start of the area code cause it not to work?

I'm currently drawing up a contact list that will be viewed by people in two different countries so I'm unsure how to approach how to display it, so far I have:

(00 44) 01928 xxx xxx
(00 31) 263 xxx xxx

People can take from that what they want. Anyone know?
 
If it's for international then your best bet is stick to the international standard known as E.164.

UK Numbers would be +44xxxxxxxx US would be +1xxxxxxxxxxxxx, etc.
 
So it'd be displayed as (00 44) (0)1928 xxx xxx

Personally I'd avoid this as it's not necessarily a dial-able number. Is this just for an address list or is it for something that will be actively used to dial? I.e. click to call, or calling from a mobile etc?

If it's the latter, E.164 is far more reliable as you don't have to worry about the dialing format or number routing.
 
Its just an address list, some people who will be using this will have a small grasp of English so I don't want to have to explain the + system. It's pretty intuitave to use the numbers shown. Maybe 0044/0 1928 xxx xxx
