who would require a card like this and what would they be doing with it?

The series specifically for CAD (Computer Aided Design) and DCC (Digital Content Creation) software, usually found in workstations.
They are the exact same graphics processors as Radeons except the drivers are very different.

The same as the equivalent Radeon card, depending on what the clocks are on the CAD card, the expense is for the after sales support and advanced driver support.

As far as I remember these type of cards, gaming is near-to impossible - they don't work at all like a "gaming" GPU, completely different system makeup.
