well if he's fully laden perhaps not, a small car doesn't really weigh all that much in the grand scheme of things, but perhaps a beeping horn or two would be noticed...

We british are terrible for it, everybody rubbernecks, but when its time to actually take action and be morally responsible, nobody does it.

You only have to look at documentaries that show stages scenes of somebody in distress, and people walking on by and not taking any interest just thinking its not there problem.

You would do something, pull alongside the driver and beep your horn like crazy and signal for him to stop, or something to get his attention and get him to stop.
 
It's only a few extra pence per litre, seems a lot of bother for a small saving.
