Shock and surprise to replace legitimate story and character development. Sounds like this film is going to be based on the same substance as the SIX Saw movies.
"We don't have any real plot, character or story to develop... so instead look at this sequence of unecessarily vile images with loud noises and flashing lights for 90 minutes. Look how gross it is. Isn't it gross? Isn't it? Aren't you shocked? Yeah, yeah you're shocked. Thanks for your money".

"torture porn"
This term is thrown around too much though I feel. After watching Saw 2 and both the Hostel movies, I didn't really percieve any of the pornographic nature of the torture that everyone seems to describe. If anything the films were fairly lame and short when it came to the torture scenes and spent (it felt like) ages building towards them.
None of the films were particularly violent either. There was more glee to be had from the violence in, say, Reservoir Dogs than these so-called actual torture porn movies.
I agree. The term itself seems to have become synonymous with films which merely present graphic torture/gore with tenuous (at best) legitimate requirement, so I use it in that sense. I don't particularly get the "porn" element, as even films which do have a sense of pride in displaying the gory goods or human suffering never really cross the line into attempting to elicit arousal from the viewer. Obviously the usage of "porn" in the phrase is meant in a different manner, but I don't care to dissect it as much like yourself it's something I don't care to use (or pay attention to) too often.
