It's hard enough to understand the Welsh when they are sober...after a few pints and an irrational hatred of the police it's impossible to understand...should have subtitles!

say that clio got sold on to someone else, completely unaware of its 'marked' status...

would it always be flagged up regardless of owner? or is the flag dropped when the V5 changes hands?
